Basic shock cap is 50%, and 65% with the lightning mastery. It can go higher, but only if you use Voltaxic Rift or Shock Nova, but I wouldn't recommend those for LC. Before block recovery stuff, you could also try to get some lightning or elemental leech because you currently have none.
